Dr. Khawaja provides over 17 years of expertise in utility economics, performance
measurement, market research, market transformation studies, forecasting,
and other quantitative modeling. Dr. Khawaja is currently the president
of quantec, LLC, a local energy economic consulting firm. Quantec's list
of clients includes over fifty local and few international utilities. Dr. Khawaja has provided expert testimony on various client projects. He has also conducted numerous workshops and training seminars for several clients. Dr. Khawaja has published work in Public Utilities Fortnightly, Water Policy, Electricity Journal, Contemporary Policy Issues, Energy Services
Journal, The Journal of Applied Mathematics and Decision Sciences, and The American Journal of Agricultural Economics. He has also presented over 20 papers at various conferences. Dr. Khawaja holds a Doctorate in Economics and Systems Science from Portland State University.
